Digital Strategy, Program Design & Knowledge Systems

Role: Head of Operations & Digital Strategy

Duration: January 2023 – March 2025

Organization Type: Independent Policy Think Tank (Non-Profit)

Focus Areas: Digital Governance, Artificial Intelligence, Civic Technology, Knowledge Production

1. Engagement Overview

Kampala Analytica is an independent policy think tank reimagining policy, business, and civic engagement within the context of Industry 4.0 and 5.0. The organization provides policy, market, and civic intelligence to public institutions, private sector actors, and civil society across digital, green, circular economy, and governance domains.

I supported Kampala Analytica as Head of Operations and Digital Strategy, working across program design, digital communications, project leadership, and institutional systems. My role sat at the intersection of strategy, execution, and knowledge production, ensuring that Kampala Analytica's policy work translated into accessible public programs, durable digital assets, and scalable initiatives.

Across my engagement, I contributed to shaping Kampala Analytica's public-facing platforms, strengthening its digital presence, and leading flagship initiatives in artificial intelligence, digital governance, and civic innovation.

Scope of Responsibility

  • Led digital strategy and communications, aligning public engagement with institutional goals
  • Designed and managed digital platforms and content systems, including website, social media, and livestreamed events
  • Led proposal development, report writing, and project documentation
  • Designed and delivered capacity-building programs for civil society organizations
  • Curated and supported high-level policy dialogues at national and regional forums
  • Oversaw operations and project execution, ensuring coherence across teams, timelines, and outputs

2. Programs & Institutional Contributions

My work at Kampala Analytica spanned multiple programmatic platforms and institutional initiatives, supporting the organization's mandate to convene, inform, and build capacity around emerging policy issues.

A. Digital Governance & Policy Dialogue Platforms

I contributed to the design, delivery, and digital amplification of Kampala Analytica's policy dialogue platforms, which convened policymakers, technologists, creatives, academics, civil society actors, and the public.

Key engagements included:

  • Kampala Analytica Tech Talk Series — policy conversations on emerging technologies and the digital economy
  • Uganda Internet Governance Forum (2023) — curated the Artificial Intelligence session on AI and the Creative Economy: Policy, Safety, and Intellectual Property
  • East Africa Internet Governance Forum (2024) — curated discussions on AI, Digital Democracy, and Information Manipulation

My role included:

  • Program and session design
  • Panel curation and thematic framing
  • Digital communications and livestreaming
  • Post-event documentation and policy-oriented content production

These platforms positioned Kampala Analytica as an early convener of AI policy discourse in Uganda, particularly at the intersection of governance, creativity, and public interest.

B. Digital Capacity Building & Civic Innovation

I supported and led initiatives focused on strengthening digital literacy, AI literacy, and civic innovation, particularly within civil society.

This included:

  • Designing and implementing training programs for CSOs on digital communications and AI adoption
  • Organizing workshops, online discussions, and public digital spaces (Twitter/X Spaces, webinars)
  • Supporting civic hackathons and bootcamps focused on technology-driven solutions for public interest challenges

These programs emphasized local relevance, accessibility, and practical application, ensuring that emerging technologies were approached as tools for empowerment rather than abstraction.

C. Communications, Documentation & Knowledge Systems

A core part of my engagement involved building Kampala Analytica's knowledge infrastructure—ensuring that conversations, programs, and projects resulted in usable, shareable, and lasting outputs.

This work included:

  • Editorial direction and production of reports, policy briefs, and training manuals
  • Translation of complex policy and technical concepts into public-facing content
  • Management of digital channels to support institutional visibility and stakeholder engagement
  • Development of content and documentation systems that extended the life of events beyond convenings

This approach ensured that Kampala Analytica's work functioned not only as events or discussions, but as knowledge assets that could be referenced, reused, and scaled.

Transition to Flagship Project

Within this broader engagement, I also served as Project Manager and Lead Designer for a flagship initiative focused on localizing artificial intelligence solutions for civil society organizations—a project that brought together program design, research, training, and civic innovation.
